I don't think they can teach skills. They hardly know why a game is successful (they think they do, but they can’t replicate it). People who know anything leave and take the knowledge with them. A handful of exceptions preserve expertise and data, shifting their focus to character traits. HR is utterly powerless in most of these studios. I agree with you and think they focus on skill because of their lack of it and respect for it. They compensate for their nepotism. They seek shortcuts, and instead they get catfish.
